2026 update: Kosovo opens the door to software fiscalization (EFS)
Kosovo's fiscalization rules changed in 2026. Administrative Instruction (MF) No. 01/2026 — repealing the 2018 instruction — makes certified Electronic Fiscal Software (EFS) an official fiscalization component alongside hardware fiscal devices, and ATK has opened applications for the certification and maintenance of EFS. Existing devices stay valid through a transition period, but the direction is clear: fiscalization is becoming a software problem.
